A former Prime Minister and mayor of Le Havre, Édouard Philippe embodies a governing right that owns its choices plainly. His 2027 project rests on one central idea: the massive transformation of a country exhausted by debt, insecurity and an ineffective state. Far from promises with no tomorrow, he bets on the long term, budgetary discipline, restored authority and decarbonised energy, to rally the centre-right around a project of seriousness and clarity.

Make wide use of referendums to legitimise major reforms, particularly social ones. Speak the truth to French citizens about budgetary constraints and the sacrifices required, without dodging difficult subjects.

Budgetary seriousness & the economy

Reduce public spending and end the “whatever it takes” logic. Lighten the levies weighing on businesses to support production and competitiveness. Simplify public action through technology to fight bureaucracy.

Authority, justice & immigration

Restore the authority of the state and deeply transform the justice system. Adopt a more demanding immigration policy regarding the conditions for staying on French soil.

Energy, climate & defence

Make decarbonising energy a national priority, with a major plan to adapt to the consequences of climate change. Maintain firm support for Ukraine and significantly strengthen France's military resources.

Rallying the centre-right

Build a large centre-right force beyond Horizons, able to gather disappointments and anger into a constructive dynamic. A pragmatic governing coalition, far from the extremes.
